)The applicant is advised that the proposed new road terminates in a double turning space or hammer-head. The 'road' should be signed in both directions for motorists to be aware of and give way to pedestrians, who may walk along it, or cross it at any point. With regard to the turning space, this should be laid out so as not to obstruct the right of way nor to endanger pedestrians trying to enter, or exit the churchyward via the right of way; the applicant should seek professional advice at their expense over this safe design. This should incude a method of segregating walkers during the laying-out and construction phase without closing the path. (If a temporary traffic regulation order to close the right of way, is required, the applicant should please consult The Rights of Way Team at least 7 weeks in advance of the start of work; a fee is payable.The applicant is advised that the proposed new road terminates in a double turning space or hammer-head. )The applicant's attention is drawn to their responsibility under The Equality Act 2010 and with particular regard to access arrangements for the disabled.
The Equality Act 2010 requires that service providers must think ahead and make reasonable adjustments to address barriers that impede disabled people.
These requirements are as follows:
Where a provision, criterion or practice puts disabled people at a substantial disadvantage to take reasonable steps to avoid that disadvantage;
Where a physical feature puts disabled people at a substantial disadvantage to avoid that disadvantage or adopt a reasonable alternative method of providing the service or exercising the function;
Where not providing an auxiliary aid puts disabled people at a substantial disadvantage to provide that auxiliary aid.
In doing this, it is a good idea to consider the range of disabilities that your actual or potential service users might have. You should not wait until a disabled person experiences difficulties using a service, as this may make it too late to make the necessary adjustment.
