)You are advised to note the comments of the Flood Risk Officer as set out below:
New development has the potential to change surface water and ground water flows, depending upon how the surface water is managed within the development proposal. No detailed surface water management information has been provided with this application. In accordance with the 'Central Bedfordshire Sustainable Drainage Guidance' (Adopted April 2014, Updated May 2015), minor developments should provide sufficient detail on how surface water will be managed, and the use of SuDS should be prioritised. The site is adjacent to a surface water overland flow path, and we therefore recommend the following condition in order to secure that surface water drainage will be managed appropriately on site and will not cause increased risk downstream.
CBCs Sustainable Drainage Guidance recommends that for a minor development the following should be demonstrated:
Confirmation of the site specific conditions and constraints, identifying the existing means of drainage and how surface water will be managed, with clear descriptions of changes to permeable and impermeable areas.
Confirmation that the existing drainage system has capacity to receive additional flows from the proposed extension, what the new discharge rate will be (if positively drained) and where this drainage system outfalls to.
Estimate surface water runoff before and after development, and identify attenuation requirements;
Provide detail on the function, operation and management of the SuDS drainage system, and provide plans and drawings showing the location of the SuDS; and
Provide information on any consultation taken with regulators (e.g. the Water Company), as needed.
