2 )The applicant is advised that the dwellings may be adversely affected by sewage odour. This area has been subject to extended periods of odour from the nearby Letchworth Sewage Treatment Works and Central Bedfordshire Council received over 150 odour complaints in 2016 and 2017 from nearby residents. This led to the Council serving an odour abatement notice on Anglian Water, which led to them installing odour mitigation measures at the sewage treatment works. The odour mitigation works were completed in 2017. It is hoped (but this cannot be guaranteed), that these works will lead to a reduction in the odour issues ( there have been no recent odour complaints) but it is likely that residents will still experience ocasional sewage odours. The applicant is advised that the dwellings may be adversely affected by sewage odour. 3 )The past use of the land may have resulted in contamination. In the event that contamination is found at any time when carrying out the approved development, it is recommended to report this in writing immediately to the Local Planning Authority. An investigation and risk assessment should then be undertaken by a competent person, in accordance with 'Model Procedures for the Management of Land Contamination, CLR 11'. A written report of the findings should be forwarded for approval to the Local Planning Authority. Following completion of remedial measures a verification report should be prepared that demonstrates the effectiveness of the remediation carried out. No part of the development should be occupied until all remedial and validation works are approved in writing, to ensure that no future investigation is required under Part 2A of the Environmental Protection Act 1990.The past use of the land may have resulted in contamination.
