)Reasons for granting:
The application site is located in a residential area of Hitchin Road Stotfold and is a semi-detached two storey dwelling constructed of brick and tiled roof which has been previously extended. The proposed outbuilding would measure 8m long, 3.4m wide and 4.1m to the ridge and be constructed of brick plinth, with timber weatherboard cladding and plain clay rooftiles. It will not be visible from the streetscene as it will set well back into the site therefore its impact will be minimal.
The proposal due to its small scale and siting (in regard to both proximity to boundary and relationship with neighbouring dwellings), would not result in a harmful overbearing impact or material loss of light or privacy. Given its size and the distances and relationships involved including its orientation in relation to No 160 and offset from No 156 there will be no undue loss of light or overbearing impact. Although it will be 8m long within a narrow garden, it will be located sufficient distance away from adjoining dwellings along Hitchin Road that any impact will be to the ends of their gardens. Existing boundary treatments are wire mesh fencing either side which do not provide effective screening and ground floor windows are proposed however this is considered acceptable given the privacy distances involved with the adjoining dwellings themselves and the size of the gardens.
On the basis of the scale and nature of the development, adequate access and parking has been retained.
Stotfold Town Council has no objection to the proposal. Although it is suggested that the outbuilding must be ancillary to main dwelling, the agent has confirmed that the use of the outbuilding will be for a gym for personal use, as such the description has been amended and an incidental condition can be attached which the agent has agreed to in writing.
Neighbouring properties have been consulted on the application and no comments have been received. The Tree and Ecology Officers were consulted and have raised no objection.
Therefore, it is considered that the proposal would be in accordance with Policies HQ1, and T3 of the Adopted Central Bedfordshire Local Plan (2021), the Adopted Central Bedfordshire Design Guide (August 2023), the Parking Standards for New Development SPD (August 2023) and Section 12 of the NPPF (2023).Reasons for granting:
