)Reasons for granting:
The application site is a detached dwelling within Mossman Drive, Caddington. The proposal is for the conversion of garage to habitable space, with window to replace the garage door at front. There would no increase in built form on site.
The proposal would be visible to the street scene but would be set back from the highway boundary. The replacement of the garage door with a window would not appear at odds with the grain of development. The scale and design of the proposal would remain proportionate to the property and would not have a material impact on the character and appearance of the area in accordance with Policy HQ1 of the Central Bedfordshire Local Plan.
Due to the minor scale of the proposal, the design and there being no increase of built form on site it is not considered that the proposal would result in any material impact on the residential amenities of neighbouring properties, therefore in conformity with Policy HQ1 of the Central Bedfordshire Local Plan.
Highways have been consulted on this application. Whilst the proposal would result in the loss of a garage, the existing garage would not be considered a parking space due to its internal dimensions. The proposal would not result in an increase in the number of bedrooms and therefore parking would be considered a like for like arrangement. Highways have therefore raised no objection to the application.
The parish council were consulted on the application and have raised no objection. The application was subject to public consultation and no representations were received.
