1 )Reasons for granting: The application site is a semi-detached property located on Chiltern Road. The immediate character of this area of Chiltern Road, is residential in nature with several properties benefiting from dropped kerbs and driveways. The site is fronted by a wide verge and an existing area of block paving. The proposed dropped kerb would measure some 4 metres in length. The dropped kerb and new driveway would be readily visible within the street scene. On balance, it would be considered that the modest scale of the development and minor nature of the works would not have a detrimental impact on the character and appearance of the surrounding area. It is considered that the proposed dropped kerb would not result in a detrimental impact upon the character and appearance of the area. As such, the proposal would not appear out of keeping with the surrounding area and would be considered acceptable in regard to its impact on the character and appearance of the area in accordance with Policy HQ1 of the Central Bedfordshire Local Plan. The works, due to their scale, design and siting would not have any adverse impact on the residential amenities of any neighbouring dwelling and will not compromise the access arrangements for any neighbouring dwelling. It is therefore considered that the proposal as a whole would not result in any material impact on the residential amenities of any neighbouring properties and would therefore be in conformity with Policy HQ1 of the Central Bedfordshire Local Plan. The Town Council were consutled on this application and they raised no objections. The Ecology Officer was consulted on this application and they raised no objections. Given the nature of the works the Highways Officer was consulted on this application. They stated that there was several issues with the proposal and they recommended that permission is refused. However the applicant provided a revised plan altering the width of the proposed access as well as an access note with information supporting the proposal. The proposal will be alleviating on-street parking as this appears to be an issue throughout certain parts of Chiltern Road and as such the Highways Officer is not objecting to the revised plans. As part of their comments they have included some conditions and informatives providing further information about the proposed dropped kerb from the public highway to enable the necessary consent and procedures under Section 184 of the Highways Act to be implemented. The application was subject to public consultation and no representations were received.
