)Reasons for granting:
The application site is a two storey dwelling located on The Ridgeway, Flitwick. The proposal is for a partial garage conversion and associated internal and external alterations to former two storey side extension and original dwelling. There is no additional built form on site due to the proposal.
The partial garage conversion would be set to the rear of the existing garage and there is new fenestration being proposed. The rear fenestration would not be visible to the streetscene and would be proportionate in scale. The rear fenestration would replace an existing window and door that are present. Overall, the fenestration changes are not considered to have a material impact on the character and appearance of the area in accordance with Policy HQ1 of the Central Bedfordshire Local Plan.
In terms of neighbouring amenity, the garage conversion is set on the boundary with No.58 The Ridgeway. Given the siting, design and scale of development it is not considered the proposal would result in any loss of light, loss of privacy or overbearing impact to these neighbours. All other properties are sufficiently separated from the garage conversion to ensure no significant impact would arise from the development.
It is therefore considered that the proposal as a whole would not result in any material impact on the residential amenities of any neighbouring properties and would therefore be in conformity with Policy HQ1 of the Central Bedfordshire Local Plan
The Town Council were consulted on the application and have raised no objections. The Trees and Landscape Officer was consulted on this application and they raised no objections however did include an informative that has been included in this report. The Ecology Officer was consulted on this application and raised no objection.
The Highways Officer was consulted on this application and they stated the existing garage is not large enough to accommodate a single off-street parking space. The proposal is for a partial garage conversion and associated internal and external alterations. The plans show the garage being converted partially into a study. It is unlikely that this will negatively impact the off-street parking on the site or the public highway. On this basis they provided no objection but did include some informatives that have been included in this report.
The application was subject to public consultation and no representations were received.
