)Reasons for Granting:
There are two Listed Buildings located across the road from the application site, these have a separation distance to the application site by some 11.7 metres. There is also a Listed Building located on Station Road and is some 4.2 metres away and is separated by No.2 Park Road. Therefore, due to the nature of the proposal and the sufficient separation distance from the application site to these Listed Buildings, there are no unacceptable impacts to the Listed Buildings or their settings.
The property lies within the Conservation Area, as part of its group value with nearby commercial and residential buildings. Toddington Conservation Area benefits from an Article 4 Direction to preserve the important contribution that these buildings make to the overall heritage asset (Conservation Area). Toddington Parish Council have stated that the Conservation Area would need to be maintained.
The proposal would alter the materials of the existing windows, doors, gutters, downpipe, fascia's and soffits, however the appearance of these features would remain largely the same and would not appear out of character within the street scene. In order to maintain the traditional sash manner, a condition will be added to the decision notice to maintain this characteristic and avoid the addition of non-original features in order to maintain the appearance of the Conservation Area. As such, subject to such a condition, it is not considered that would not result in any undue impact on the character and appearance of the area or the Conservation Area.
The proposal would not result in any increase in built form and would not be considered to harm the residential amenities of any neighbour by way of overbearing impact, loss of light or loss of privacy.
The proposal would not be increasing the number of bedrooms at the property, nor would it affect the existing parking arrangements.
The proposal is considered to preserve & enhance the character and appearance of the Conservation Area. The development would not cause harm to the Conservation Area and would therefore be compatible with the Conservation Area in accordance with Section 16 of the NPPF, Policy HE3 of the Central Bedfordshire Local Plan and Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990. Furthermore, it is considered that the proposal would be in accordance with Section 12 of the NPPF, Policies HQ1, T2 and T3 of the Central Bedfordshire Local Plan, Parking Standards in new development SPD and the Central Bedfordshire Design Guide.Reasons for Granting:
