)Reasons for granting:
The application seeks planning permission for a single storey rear extension following the removal of the conservatory. The proposed extension would be shielded by the existing dwelling and would not be visible to the street scene furthermore, the proposed extension would be considered subservient in scale and design to the existing dwelling.
The extension would be sited immediately adjacent the boundary of No.18 Benning Avenue and would marginally surpass the rear projection of this property. Given the single storey design of the proposal, existing built form on site and existing built form on the neighbouring property (CB/12/03079/FULL) it is not considered that the proposed extension would have a significant impact upon this neighbouring properties amenity. The extension is set off the boundary with No.22 Benning Avenue. Due to the separation distance from this property as well as the single storey design of the proposal, it is not considered that the proposed rear extension would have a significant impact to this properties amenity.
The Highways Officer was consulted on this application and they stated the works would see an increase of bedrooms from three to four. The frontage of the dwelling appears to be able to achieve 3 off-road parking spaces although the space in the middle would not have the minimum 0.5m clearance between the vehicle and the porch but this layout can be deemed acceptable. On this basis they offered no objections but suggested some informatives that have been included in the decision notice.
It is considered that the proposal will be in accordance with Section 12 of the NPPF, Policies HQ1, T2 and T3 of the Central Bedfordshire Local Plan, Parking Standards in new development SPD and the Central Bedfordshire Design Guide.Reasons for granting:
