)Reasons for granting:
The application site is located at Eyeworth Lodge Farm, Northfield Road, Eyeworth and contains a single storey barn converted into two dwellings, of which Chessums Barn forms one of them. The building is constructed of a brick plinth, black horizontal timber weatherboarding and slate. The site is located in the open countryside.
The barn conversion was approved under ref: CB/16/04003/Full condition 8 removes permitted development rights for extensions and roof enlargements or alterations. The reason for the condition is that 'the dwelling has been granted as an exception to policy as a dwelling to house a full time agricultural worker. The size of dwelling has been considered to enable a worker and their family to establish a way of life. The Council would wish to be able to further consider any proposals to enlarge the dwelling in the future in the interests of ensuring it is of a size suitable for its purpose and in the interests of increasing built form and its impact on the character of the open countryside'.
The proposed extension would serve an additional bedroom to meet the needs of the farm manager and his family and is modest in size being approx 4.6m deep by 4.6m wide. Although the dwelling is set back from the road, and the proposed extension will be located to the rear, its northern side elevation and the additional window also proposed in that elevation will be visible in the streetscene. However, the extension will be single storey and subservient to the main dwelling, and the proposed window will match existing openings in that elevation, as such the proposed development will not result in any harm to the character and appearance of the area. A condition can be attached to ensure the use of matching materials. The existing post and rail fence along the side boundary will be cut back to facilitate the extension, with the remaining retained which can be conditioned.
The proposed extension and new window would be located on the other side of the dwelling from Wrights Barn which forms the other half of the barn conversion and as such it will be unaffected in terms of light, privacy or overbearing impact. No other surrounding properties would be affected.
On the basis of the scale and nature of the development, adequate access and parking has been retained.
Neighbouring properties have been consulted on the application and no comments have been received. The Tree and Ecology Officers have no objection to the proposal. An informative can be attached regarding bats. Eyeworth Parish Council were consulted and have not commented.
