Informative Notes:
1 )Reasons for Granting The application site lies on the north side of Goodwood Close and the A507 runs in an east west direction to the north of the rear garden of the house. The rear garden of the application site is a little below the road level of the A507 with a steep embankment between the road and the existing 2.4 metre high boundary fence. The proposal seeks the replacement of the existing boundary fence with a taller 3.4 metre boundary acoustic fence. The application site has a larger garden than the surrounding properties, which creates an L -shape beyond the residential garden of No.10 Goodwood Close. This results in a significant length of the private garden abutting the A507. The proposal would go some way to reduce the noise pollution arising from the A507, in the nature of improving the amenity of the existing occupiers. Multiple properties along Goodwood Close have been granted and have erected acoustic fencing, namely 11 and 12 Goodwood Close. The proposal would be mostly screened from trees and vegetation within the embankment between the rear of the residential properties and the public highway. The proposal would be mostly visible from viewpoints on the A507, which changes from a 30mph to a 50mph zone in the vicinity and would only be visible by vehicles when passing by. It is therefore considered the proposed taller replacement fence would not have an adverse impact on the character and appearance of the area. The fence is proposed to replace the existing fence, at the end of the rear private garden. The proposal would be sufficiently separated from neighbouring dwellings and due to the nature of the proposed fence, would not cause undue harm to the residential amenity of neighbouring dwellings. The proposal would have no highway implications, due to being sufficiently separated from the public highway boundary. An informative has been added to ensure the fencing would not overhang the public highway. The Internal Drainage Board require a Land Drainage Consent, separate to this planning application. The IDB requested this to be pre consent, however as the proposal is a replacement fence, the Council consider an informative to be sufficient.
