Informative Notes:
1 )Reasons for granting: The application site is located at 16 Turing Road, Biggleswade and contains a two storey semi-detached dwelling of facing brickand tiled roof and white upvc windows. The dwelling is located within an established residential development. As the proposed conservatory will be located to the rear it will not be clearly visible within the streetscene, nor down the vehicular access between the application site and No 18 Turing Road. It will be a fully glazed structure designed with a shallow monopitch roof. The external frame will be upvc in anthracite grey which is considered visually acceptable in this residential context. The proposed extension will be single storey and subservient to the main dwelling and as such will not result in any harm to the character and appearance of the area. The proposed conservatory will be approx 2.8m deep and slightly offset from the boundary with the other half of the semi-detached property No 14 Turing Road along which runs a solid close boarded fence. No 14 lies to the east and has a ground floor opening on its rear elevation. Given the siting, size and design of the conservatory in relation to that adjacent property it is not considered that the proposal will result in an undue loss of light, privacy or overbearing impact. The proposed conservatory will be sufficiently offset from all other surrounding residential properties. In assessing the conservatory the amount of private amenity space for the existing dwelling should also be considered. The existing rear garden depth will be reduced from approx 9.6m to 6.8m with an overall size of approx 28m2. Although the size of garden remaining would be small, based on the fact that it would not exceed more than half the existing garden and the applicant has made the decision to cause such impact, the impact is overall considered to be acceptable in this instance. The proposal seeks to enlarge the ground floor living accommodation only so there is no requirement for additional parking provision. Neighbouring properties have been consulted on the application and no comments have been received. A Ward Councillor has no objection. Biggleswade Town Council have no objection subject to consultation with neighbours and consideration of their comments. Therefore, it is considered that the proposal would be in accordance with Policies HQ1, and T3 of the Adopted Central Bedfordshire Local Plan (2021), the Adopted Central Bedfordshire Design Guide (August 2023), the Parking Standards for New Development SPD (August 2023) and Section 12 of the NPPF (2024).Reasons for granting: The application site is located at 16 Turing Road, Biggleswade and contains a two storey semi-detached dwelling of facing brickand tiled roof and white upvc windows.
