)Reasons for granting:
The application site is 12 Blacksmith Close, Everton, which lies to the north of Sandy Road. It is occupied by a two storey mid terraced dwelling constructed of facing brick with a tiled roof. The site is sited in an established residential area, surrounded by residential properties.
The proposed air source heat pump would be located to the rear of the dwelling. It will not be visible from the surrounding area. Considering this, and the small scale and nature of the proposal; no detrimental impact on the character and appearance of the area would be deemed to arise.
On the basis of the scale and nature of the proposal; no adverse overbearing impact, loss of light or loss of privacy would be deemed to arise.
The proposed ASHP would be sited immediately to the rear elevation of No 12, located in closest proximity with the neighbouring end of terrace dwelling No 14 Blacksmith Close separated by the shared passageway. That adjacent two storey property has a blank sided single storey rear projection, with bedroom windows in the dormer above. A wall runs along the shared boundary. No 10 Blacksmith Close forms the other end of terrace. No 18 Sandy Road lies to the rear.
As noted by the Council's Public Protection Officer, the MCS 020 calculation shows the noise level at the nearest receptor to be 53 dB. As such, it is considered necessary to apply a condition to any approval to ensure that appropriate mitigation measures are installed prior to the first operation of the air source heat pump, to ensure that it would be installed and operated as to where it would not exceed 42 dB LAeq at any time, as measured on the boundary of the site with the nearest neighbouring residential property.
Therefore, subject to a condition which would require the implementation of mitigation measures; the proposal would not be found to have any unacceptable or detrimental noise or vibration impact to neighbouring dwellings, which would warrant a reason for the refusal of this application.
Neighbouring properties have been consulted on the application and no comments have been received. The Archeology Officer as no comment to make. Everton Parish Council were consulted and have not commented on the proposal.
Therefore, it is considered that the proposal would be in accordance with Policies HQ1, CC1, and CC8 of the Adopted Central Bedfordshire Local Plan (2021), the Adopted Central Bedfordshire Design Guide (August 2023), and Section 12 of the NPPF (2024).Reasons for granting:
