)It is essential to note that any works or activities whatsoever undertaken on site (including ground investigations, site preparatory works or ground clearance) prior to receipt of the written authorisation from the planning authority which permits the development to proceed under the District Licence (WML-OR152, or a 'Further Licence') are not licensed under the great crested newt District Licence. Any such works or activities have no legal protection under the great crested newt District Licence and if offences against great crested newt are thereby committed then criminal investigation and prosecution by the police may follow.It is essential to note that any works or activities whatsoever undertaken on site (including ground investigations, site preparatory works or ground clearance) prior to receipt of the written authorisation from the planning authority which permits the development to proceed under the District Licence (WML-OR152, or a 'Further Licence') are not licensed under the great crested newt District Licence. )The applicant should address the following points when submitting details to discharge condition 4:
1) The flood map for planning shows the main development area as flood zone 1, however, access is within Flood Zone 3, therefore, we will require details for safe access/egress during flood events.
2) We will require a full set of calculations providing evidence of all surface water retained on site for the (minimum) 1 in 30+10% Urban Creep. Any exceedance should be shown with pathways, depths and velocity. This should show existing property is not increased in flood risk.
3) Calculation should be carried out to measure the volume that will be displaced and show how this will be stored/not adversely affect other property.
4) We will require full drainage drawings showing all connections, control features, storage, inverts etc.
5) We will require BRE365 infiltration test results. It is noted that attenuation before discharge into the existing pipework may be required, cleaning and condition report of existing pipework will be required in this case.
6) All surface water storage units within flood zones should be bound so as to be impervious to flood water, anchored (as per manufacturers instruction) and vents protected from flood water entering.
7) There should be a minimum 1m between the base of a soakage unit and the seasonal water table.
8) The connection of private surface water drainage systems to a highway system is not permitted.
9) Permeable block paving should be laid to CIRIA C768 'Guidance on the construction of SuDS' guidelines. This guidance also stipulates following Interlay guidance.
10) The Council does not, and is not required to, adopt any SuDS feature. It is the responsibility of the applicant to ensure that the surface water drainage system, in its entirety, will be effectively maintained in the long-term. We therefore expect confirmation of the proposed arrangements for maintenance to be provided with the final detailed design, including the future maintenance and operational needs and the responsible bodies for undertaking maintenance (for all public and private drainage components).
11) The final detailed design including proposed standards of operation, construction, structural integrity and ongoing maintenance must be compliant with the 'Non-statutory technical standards for sustainable drainage systems' (March 2015, Ref: PB14308), 'Central Bedfordshire Sustainable Drainage Guidance' (Adopted April 2014, Updated May 2015), and recognised best practise including the Ciria SuDS Manual (2016, C753).The applicant should address the following points when submitting details to discharge condition 4:

)The applicant is advised that while the Council has no reason to believe this site is contaminated, and is not aware of any potentially contaminative past use, it is the developer's responsibility to ensure that final ground conditions are fit for the end use of the site. If during any site investigation, excavation, engineering or construction works evidence of land contamination is identified, the applicant shall notify the Local Planning Authority without delay. If this is not possible, then it is recommended that a suitably qualified ecologist is present on-site during any vegetation clearance.
