Informative Notes:
1 )Reasons for granting: The application site comprises a detached two storey dwelling within Goodwood Close, adjacent to the A507, within the settlement envelope of Clop hill. The site lies below the adjacent road level of the A507 screened by an existing boundary fence and trellis. The proposal seeks planning permission for removal of existing rear boundary fence and replace with a 3m (maximum height) acoustic timber fence. This will be similar to the adjacent fence approved in 2015 under ref: CB/15/03301 where the officer report noted that the ground level of the fence would be approximately 1.5m below the road level, beyond an embankment. As such it is not considered that the 3m fence would appear unduly prominent when viewed from the road, being the main public viewpoint. The design of the fence would be acceptable. The fencing would be located behind the applicants own property and would not unduly impact on the amenity of the occupants of the adjoining (No's 12 and 15 Goodwood Close). No privacy issues arising. No other surrounding properties would be adversely affected. There is existing soft landscaping along the road boundary providing some partial screening. The Tree Officer has been consulted and has no objection to the proposal. There is an open ditch between the rear garden and the road. The SuDs team have no objection to the proposal, comments are that the replacement fence will be in flood zone 2/3 and the fence is within the 9m no development zone. However, the nature of flooding and movement of water will not change due to this fence. Maintenance is able to be carried out from the opposite bank of the watercourse. The IDB take no issue with this proposal due to the existing fence, however, as this will be replaced and is within 9m of the watercourse separate consent of the Board will be required and an informative can be attached. The Environment Agency have been consulted and have not commented. No parking/highway implications. Neighbouring properties have been consulted on the application and no comments have been received.
