)Reasons for Granting:
The proposal seeks planning permission for a loft conversion with rear dormer, front rooflights and new side window.
The application site comprises a two-storey, end-of-terrace dwellinghouse located along Hare Lane in Cranfield. The surrounding area is residential in nature, characterised with dwellings of a similar design and scale.
A similar proposal was previously granted under a Lawful Development Certificate (Proposed), application reference: CB/25/02053/LDCP. The proposal under this current application seeks a similar proposal, however, the rear dormer would instead be finished with anthracite grey horizontal weatherboard cladding and the first-floor side window would be clear-glazed and openable. The proposals, with consideration of the previous Lawful Development Certificate, would be acceptable at the site. The use of anthracite grey horizontal weatherboard cladding and an openable first-floor side window would also form appropriate alterations, which would not give rise to any adverse impact upon the character and appearance of the area.
As regards neighbouring amenity, the proposals would be similar to that granted under application reference: CB/25/02053/LDCP and would therefore be acceptable. In any case, the proposals, including the use of horizontal weatherboard cladding, due to their siting and scale, would not give rise to any overbearing impact or loss of light. In addition, the rear dormer would provide a similar outlook to that of the existing first-floor windows on the rear elevation of the dwelling and would as such not give rise to any detrimental loss of privacy to any neighbouring dwelling. The first-floor side window would be clear-glazed and openable. However, this window would provide an outlook across a parking area and would not be considered to give rise to any detrimental overlooking impact or loss of privacy to any neighbouring dwelling.
The proposals would increase the number of bedrooms within the host dwelling. However, this is similar to the scheme which was granted under the recent Lawful Development Certificate (reference: CB/25/02053/LDCP). As such, the proposals would be acceptable as regards parking and access arrangements in this regard.
Neighbouring properties and the Parish Council have been consulted on this application. The Parish Council raised no objection and no comments were received in the form of public representations.
Therefore, it is considered that the proposal would be in accordance with Policies HQ1, T2 and T3 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.Reasons for Granting:
