)Reasons For Granting,
The property is a detached dwelling located at the end of a cul-de-sac along Rowan Court in Sandy. The proposal consists of a single storey rear extension measuring a width of 5m, a depth of 3.75m and a mono pitched roof measuring an eaves height of 2.55m and a highest point of 3.45m. Additionally, two rooflights are proposed on the roofslope of this extension. Furthermore, a flue extraction pipe is also proposed within this application, which would extend from the proposed extension to a maximum height of 5.8m above ground level.
The proposal would be located to the rear elevation of the application site, and as such would not be a visible addition to the streetscene of Rowan Court. Therefore, it is not considered that the proposal would lead to any detrimental impacts to the character and appearance of the surrounding area.
The proposal would remain separated from the adjacent neighbouring property (8 Rowan Court) by some 5.2m. As such, the proposal would not lead to any detrimental loss of light, loss of privacy or overbearing impact on this adjacent neighbour. In addition, the proposal would be sufficiently separated from all other adjacent properties by a pedestrian footway and an area of unidentified land, which would negate any impacts that this proposal may have on the residential amenities of these properties.
The proposal would not lead to the creation of any further bedrooms on the application site, and as such no further parking provision would be required. Therefore, the proposal would remain in conformity with Policies T2 and T3 of the Central Bedfordshire Local Plan.
As a flue has been included within this application, a Public Protection Officer has been consulted regarding the potential impact on the surrounding area. Within these comments, it was noted that the location of the flue on the proposed ground floor addition would exhaust fumes below the ridge of the main dwellinghouse, which is noted to be lower than a traditional chimney which would dispel fumes above the ridgeline of the main dwellinghouse.
Furthermore, the comments noted that any impacts on the harm to the neighbouring properties through smoke and malodour nuisance are to be assessed by the planning officer. It is considered that the proposal, due to its modest size and location above the eaves of the main dwellinghouse, would not lead to any detrimental harm on the amenities of these neighbouring properties.
Sandy Town Council were consulted on this application, and raised no objection to the proposal, however it was noted that the proposed flue should be in accordance with legislation to meet EcoDesign standards. This application was also subject to a public and neighbour consultation and no objections were raised,
Given the siting, design and scale of the proposal, it is considered that this proposal would not lead to any detrimental impacts on the character and appearance the surrounding area.
