1 )Reasons for granting permission: The application site consists of a semi-detached dwelling located on the northeastern side of Silsoe Road. The site consists of a large field located to the west with a small attached barn to the rear. Two larger barns are located to the northwest of the dwelling. The proposed two storey extension is located to the rear of the dwelling and passing glimpses of the extension would be visible from the public highway. The extension has been amended to feature a hipped roof with the main dwelling, instead of a flat roof. The proposed scale of the extension is considered to be proportionate to the main dwellinghouse, and the amended design would not appear out of character with the surrounding area. The proposed replacement barn would be of a similar scale to the existing barn and would use similar materials. Given the similar scale and the appropriate design of the barn and the appropriate scale and design of the extension, it is not considered that the proposed works would have a significant impact on the character of the area. The proposed use of the barn would appear incidental to the main dwelling, being used for storage and parking of vehicles as well as containing a workshop. Nevertheless, in order to ensure the use is incidental to the dwellinghouse, this will be conditioned which will also make sure the barn is not used for any other purpose. The proposed barn would be sited some 31.4 metres away from the nearest neighbouring property, Rosedale, and as such it is not considered that the proposed barn would have a significant impact on this property. The proposed rear extension would not be visible from the neighbouring property Rosedale, given its siting between the existing rear and side projection. As such, the proposed extension would not be considered to have an adverse impact on this property The proposal would not be increasing the number of bedrooms at the property, nor is it considered that the proposed works would have a significant impact upon the public highway. Conditions have been recommended from the Council's Ecologist in regard to requiring an Ecological Enhancement Plan prior to works commencing and for all measures to be carried out with the Bat Scoping Survey. It is considered that these conditions are necessary and the agent has confirmed their agreement to these conditions. Neighbouring properties have been consulted on the application, and no comments have been received. 3 )The applicant is reminded that, under the Conservation of Habitats and Species Regulations 2017 (as amended) and the Wildlife and Countryside Act 1981 (as amended), it is an offence to: deliberately capture, disturb, injure, or kill bats; damage or destroy a breeding or resting place; obstruct access to their resting or sheltering places; intentionally or recklessly disturb a bat while it's in a structure or place of shelter or protection. Planning consent for a development does not provide a defence against prosecution under these acts.
