1 )Reasons for Granting The application site is a two-storey detached dwelling located on Palmer Crescent, Leighton Buzzard. No.61 is constructed of brickwork with a tiled pitched roof, featuring two dormers and is surrounded by properties similar in design. The proposal consists of a garage conversion which would see the installation of a window on the front and southwest elevation. The proposal would not result in an increase in the properties footprint, but the installation of a window on the front elevation and alterations to fenestration would be readily visible within the street scene of Palmer Crescent. These works would both be considered minor alterations that would not have a material impact on the character and appearance of the area. In terms of neighbouring amenity, there are no privacy concerns regarding the installation of the window on the front elevation as there are no properties opposite the application site. Furthermore, the installation of a window to the side elevation would be sited some 8 metres from No.63 Palmer Crescent and therefore not considered to result in any loss of light, loss of privacy or overbearing impact to this neighbour. The alterations to the front of the property would be visible from a number of properties on Palmer Crescent, however, due to the limited scale of the alterations they are not considered to have a detrimental impact on residential amenities. Overall, the proposal is considered to have an acceptable neighbour amenity impact. The proposal does not create any additional bedrooms and therefore will not be required to demonstrate further onsite parking. The proposal includes a garage conversion to habitable living space, however according to the Parking Standards SPD, the existing single garage would not be large enough to accommodate an off-street parking space, and as such, on the basis of the scale and nature of the development, the existing parking situation would be acceptable on a like-for-like basis. Leighton Buzzard Town Council were consulted on this application and raised no objections. The application was subject to public consultation and no representations were received. As the site is within the Chilterns Beechwoods SAC, Natural England were consulted but have raised no comments.
