Informative Notes:
1 )Reasons for granting: The application site is a two-storey, end terrace dwelling located on The Paddock in Lidlington. The proposal is for the erection of a single storey rear extension, and would measure 2.5 metres in width and 3.8 metres in depth. It would have an eaves height of 2.3 metres with a pitched roof height of 3 metres. The proposed rear extension would not be readily visible within the streetscene, however the roof would be visible from Lombard Street due to the corner plot location. It would be constructed with materials to match the existing dwellinghouse and is considered to form a modest and subservient addition. Section 11.10 of the Central Bedfordshire Design Guide requires gardens to have a minimum area of 60 sqm to ensure extensions leave a sufficient usable private garden space. The existing amenity area is approximately 76 sqm and therefore following implementation of the proposal, at approximately 9.5 sqm, the private amenity area of the dwelling would remain acceptable and in compliance with the design guidance. As such, the proposal would not result in a detrimental impact to the character and appearance of the dwelling or the surrounding area. In terms of neighbouring amenity, the proposed rear extension would be sited adjacent to the shared walled boundary with No.4 The Paddock. Due to the height of the existing wall and fencing along the boundary, the proposal's modest eaves height of 2.3 metres, and the roof pitch sloping away from the neighbouring dwelling, combined with the limited proposed depth, the proposed extension would be unlikely to result in a detrimental change and/or impact to this neighbouring dwelling. There would be a roof light in the proposal, which would be over 2 metres above floor level and upwards views, which would not face towards any neighbouring windows. Therefore, on balance it is considered that the proposal would not result in an unacceptable impact on neighbouring dwellings in terms of loss of light, loss of privacy or an overbearing impact. The proposal would not create an additional bedroom, and the existing parking provision would be acceptable on a like-for-like basis. It is therefore considered that the proposal would not negatively impact the public highway. Lidlington Parish Council were consulted on the application and advised that the Councillors have no objection to the proposal, however noted that it could overshadow the neighbouring property and leave a reduced amenity space. These impacts have been fully assessed above, and the development is considered acceptable in this regard. The application was subject to a public consultation and no representations were received.
