All works hereby consented to shall be carried out within two years of the date of this consent.
REASON: To allow the Local Planning Authority an opportunity to re-evaluate the trees following any long delay in carrying out work previously granted consent

All works for which consent is granted shall comply with British Standard BS 3998:2010 "Tree work - Recommendations". Any works which do not comply with those granted consent or which are not in accordance with the above mentioned British Standard may result in action by the Local Planning Authority against the owner of the trees and the contractor.
REASON: To define the quality of work necessary.
Prior to undertaking the works granted consent, the appointed contractor shall contact the Tree and Landscape Officer, either by letter, e-mail, fax or by telephone (0300 300 5161) to confirm that this Decision Notice has been read by the contractor and that the works specification and all other conditions have been fully understood and will be complied with.

With the exception of the lower branch removal of T3, the pruning wounds carried out in the course of tree surgery must not exceed a cut diameter of 50mm.
REASON: To prevent excessive wounding arising from excessive work extending beyond the scope of consent, which is liable to lead to future decay, branch weakness and tree disfigurement.

This consent relates only to the following works:
Silver Birch trees T1 to T5 (inclusive)
Trees have been numbered in accordance with the Schedule and Map relating to TPO No. 3/1998 (Map has been enclosed with this Decision Notice for ease of reference)
Silver Birch T1 Crown reduce by up to a maximum of 1.5m to suitable lateral growth. Crown lift by pruning the ends of the lower branches, or low sub-laterals, but NOT removal of main branches in order to give a vertical ground clearance of up to 2.4m from ground level. REASON To alleviate crown encroachment and low overhangs over the highway, without causing excessive pruning wounds liable to initiate decay caused by the fungus Piptoporus betulinus.
Silver Birch T2 Crown reduce by up to a maximum of 1.5m to suitable lateral growth. Crown lift by pruning the ends of the lower branches, or low sub-laterals, but NOT removal of main branches in order to give a vertical ground clearance of 2.4m from ground level. REASON To alleviate crown encroachment over the fabric of the property, and low overhangs over the highway, without causing excessive pruning wounds liable to initiate decay caused by the fungus Piptoporus betulinus.
Silver Birch T3 Crown reduce by up to a maximum of 1.5m to suitable lateral growth. Crown lift by removing the lowest three whole limbs back to the main trunk. REASON To alleviate crown encroachment over the fabric of the property, and to remove overhangs caused by three low branches, where whole limb removal cannot be avoided to the low nature of the three branches concerned.
Silver Birch T4 Crown reduce by up to a maximum of 1.5m to suitable lateral growth. Crown lift by pruning the ends of the lower branches, or low sub-laterals, but NOT removal of main branches in order to give a vertical ground clearance of 2.4m from ground level. REASON To alleviate crown encroachment and low overhangs without causing excessive pruning wounds liable to initiate decay caused by the fungus Piptoporus betulinus.
Silver Birch T5 Crown reduce by up to a maximum of 1.5m to suitable lateral growth, with the long extending branch over the road to be pruned back by up to a maximum of 2m. Crown lift by pruning the ends of the lower branches, and the removal of the low sub-laterals, and to remove the minor branch growing over the vehicle crossover, but NOT removal of main branches in order to give a vertical ground clearance of 2.4m from ground level. REASON To alleviate crown encroachment and low overhangs over the highway and the applicant's driveway, without causing excessive pruning wounds liable to initiate decay caused by the fungus Piptoporus betulinus.

| Informative notes: | 1)
In recognition that Silver Birch are not tolerant of heavy crown reduction, as wounding can initiate decay from the fungus Piptoporus betulinus, it was considered that a 35% crown reduction was excessive, and that the complete removal of lower limbs had to be carefully controlled as many were of large diameter, which would initiate large pruning wounds and future decay. In this respect, during my site visit, only Tree T3 was identified for unavoidable, complete branch removal, but crown lifting involving a greater degree of lower branch removal is not being granted consent, with only a lighter degree of crown reduction, and crown lifting of the ends of the lower branches, being allowed.

All terms contained in this decision are as defined in the British Standards BS 3998:2010 "Tree work - Recommendations".
