Conditions or Reasons:
1) 1. The proposal does not accord with Policy 6 of the Bedfordshire County Structure Plan which states that, except as provided for in Policies 6A, 7, 8, 8A and 9, the local planning authority will not normally grant permission for additional residential development in rural areas. None of theses exceptions apply in this case. 2. The site lies within the South Bedfordshire Green Belt and the proposal would therefore conflict with Policy 8 of the Bedfordshire County Structure Plan whereby, within the Green Belt, permission will not normally be given except in very special circumstances for developments other than agriculture, mineral working, institutions standing in extensive grounds, small scale facilities for participatory sport and recreation or other uses appropriate to a rural area. No special circumstances have been established in this case. 3. The proposal is contrary to Policy 9 of the Bedfordshire County Structure Plan which states that planning permission will not normaly be granted for the erection of agricultural workers' dwellings in the countryside unless the need can be established by the applicant. The need for the proposal on agricultural grounds has not been established in this case. 4. To permit the proposed development on land which is located in predominantly open countryside and against a background of existing planning policies would establish a precedent whereby it would be difficult for the District Planning Authority to resist other similar proposals elsewhere in its area.
