Conditions or Reasons:
1) 1. Before the development is commenced, the approval of the local planning authority shall be obtained in respect of the following matters: a. the layout of the site including the disposition of buildings, screen walls and access arrangements to the site and to the buildings; b. plans and elevations of all buildings and other structures; c. the colour and type of facing materials to be used for all external walls and roofs. REASON: The application is expressed to be in outline only. 2. The new vehicular access shall enter the public highway at the new highway boundary at such level as shall be set by the local planning authority and as regards its siting, construction, layout and subsequent maintenance shall be to the approval of the local planning authority. Any necessary gradient shall be constructed on the applicant's land entirely outside highway limits. REASON: In order to minimise danger, obstruction and inconvenience to users of the highway and of the premises. 3. Visibility splays shall be provided to the approval of the local planning authority at the junction of the estate road with the public highway. The minimum dimensions to provide the required splay lines shall be 6m measured along the centre line of the proposed estate road from its junction with the channel of the public highway and 90m measured from the centre line of the proposed estate road along the line of the channel of the public highway. REASON: To provide adequate visibility between the existing and the proposed estate roads and to make the junctions safe and convenient for the traffic which is likely to use them. 4. The proposed access shall not be used until the applicant has fulfilled the local planning authority's requirements as to the layout and means of construction of the vehicular crossing. REASON: To ensure that a satisfactory means of access is provided at the time the development is carried out. 5. Within one month from the completion of the development hereby permitted, the existing vehicular access to Soulbury Road at the north western end of the site shall be closed and the area planted and landscaped to the satisfaction of the local planning authority. REASON: The local planning authority, in the interests of highway safety, would not be prepared to permit a second access to this site in proximity to this existing access. 6. No tree on the site shall be felled or lopped without the prior consent in writing of the local planning authority. REASON: To safeguard the appearance of the area. 7. Before the development is commenced, but within three years of the date of this permission, a landscaping scheme which shall include the replanting of hedges shall be submitted to the local planning authority for approval and the planting thereby approved shall be carried out within twelve months of the commencement of building operations. Thereafter the trees and shrubs shall be adequately maintained for a period of five years from the date of planting and any which die during this period shall be replaced and maintained until satisfactorily established. REASON: To help assimilate the development into the surrounding area. 8. Application in writing for approval of any reserved matter must be made within two years of the date of this permission. REASON: To comply with the requirements of Section 41 of the Town and Country Planning Act 1971 and to expedite housing. 9. The development must be begun not later than whichever is the later of the following dates: a. the expiration of three years from the date of this outline permission; b. the expiration of one year from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter approved. REASON: To comply with the requirements of Section 41 of the Town and Country Planning Act 1971 and to expedite housing.
