Conditions or Reasons for Planning Application - CB/15/00770/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No demolition or development shall take place until a scheme of archaeological resource management, which reflects the final foundation design, has been submitted to and approved in writing by the Local Planning Authority.

The scheme of archaeological resource management shall include the following components:

A method statement for the investigation of any archaeological remains present that will destroyed by the development;
A method statement for the preservation in situ of any archaeological remains present that can be protected within development;
A outline strategy for post-excavation assessment, analysis and publication

The said development shall only be implemented in full accordance with the approved archaeological scheme and this condition shall only be fully discharged when the following components have been completed to the satisfaction of the Local Planning Authority:

The completion of the archaeological investigation, which shall be monitored by the Local Planning Authority;
The implementation of a programme of preservation in situ of any archaeological remains present that can be protected within development;
The submission within six months of the completion of the archaeological investigation (unless otherwise agreed in advance in writing by the Local Planning Authority) of a Post Excavation Assessment and an Updated Project Design, which shall be approved in writing by the Local Planning Authority;
The completion within two years of the conclusion of the archaeological investigation (unless otherwise agreed in advance in writing by the Planning Authority) of the post-excavation analysis as specified in the approved Updated Project Design; preparation of site archive ready for deposition at a store approved by the Local Planning Authority, completion of an archive report, and submission of a publication report'

Reason: The details are required before commencement of development to prevent construction activities from damaging surviving archaeological deposits prior to investigation in accordance with paragraph 141 of the NPPF; to record and advance the understanding of the significance of the heritage assets with archaeological interest which will be unavoidably affected as a consequence of the development and to make the record of this work publicly available.
3) No equipment, machinery or materials shall be brought on to the site for the purposes of development until details of substantial protective fencing for the protection of any retained tree(s), has been submitted to and approved in writing by the Local Planning Authority and the fencing has been erected. The approved fencing shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Nothing shall be stored or placed in any area fenced in accordance with this condition and the ground levels within those areas shall not be altered, nor shall any excavation be made.

Reason: The details are required before development commences in order to protect the trees so enclosed in accordance with Section 8 of BS 5837 of 2012 or as may be subsequently amended.
4) No development (except for internal works to the church) shall take place until a landscaping scheme to include details of all boundary treatments, hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. Details shall include species, sizes and density of planting. The approved scheme shall be implemented by the end of the full planting season immediately following the completion of any part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: The details are required before commencement of the development to ensure an acceptable standard of landscaping.
5) No development shall take place until samples of the external materials to be used in the construction of the detached garage hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: The details are required before commencement of the development to control the appearance of the building in the interests of the visual amenities of the locality.
6) No development shall take place until samples of the materials to be used in the construction of the external surfaces of the two storey extension hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: The details are required before the commencement of the development to control the appearance of the building in the interests of the visual amenities of the locality.
7) No development shall commence until a revised plan has been submitted to the Local Planning Authority (and approved in writing), showing the relocated public footpath within the site as having a width of at least 1m, where practical. The details shall also include the material to be used for the surfacing of the footpath following consultation with Countryside Access. During construction works the proposed new footpath shall be fenced off and available for use by the public and the final surfacing and layout of the footpath shall be constructed in accordance with the approved details, prior to first occupation of the building. The development shall accord with the approved details and be retained thereafter unless otherwise agreed in writing by the Local Planning Authority.

Reason: The details are required before commencement of development to ensure the right of way is of a suitable standard and available for use by the public in a timely manner.
8) No works to the church shall commence until detailed specification, method statements and construction standard drawings, at a suitable scale, for the works listed below have been submitted to an approved in writing by the Local Planning Authority.
the bell frame;
position of the retained bell;
the secondary glazing;
method of support and fixings for the inserted mezzanine floor;
wall insulation (with cross-section drawings);
materials and base construction for walls of the new extension.

The development shall accord with the approved details.

Reason: To ensure that the special architectural historic interest, character and appearance of the building are properly maintained, in accordance with usual conservation good practice, local planning policy and the NPPF.
9) Following the carrying out or completion of the building operations or alterations for which consent is hereby granted, all making good of the existing building shall be carried out in materials & finishes which closely match, like-for-like, those historic materials & finishing details used in the existing building or structure- to accord with usual conservation good practice & to the satisfaction of the Local Planning Authority. If there is any doubt or uncertainty regarding the approach to any proposed making good, or any alternative materials are proposed, a precise specification of the materials & finishes should be submitted to & agreed in writing by the LPA, prior to the commencement of the repair, re-instatement or making good to historic structure or fabric.

Reason: To ensure that the special architectural & historic interest, character & appearance of the building are properly maintained, in accordance with usual conservation good practice, local planning policy & the NPPF.
10) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1181 location, 1181 P01, 1181 P02, 1181 P 03, 1181 P 04, 1181 P05, 1181 P06, 1181 P07 rev C, 1181 P10 rev C, 1181 P11, 1181 P12, 1181 P13 rev A, 1181 P14 rev B, 1181 P15, 1181 P16 rev A, 1181 P17, 1181 P18 rev A, 1191 P19, 1181 P20, 1181 P21, 1181 P22, Archaeology Desktop Study 04/01/14, Bat Activity Survey & Assessment 2014, Tree Protection Strategy

Reason: To identify the approved plan/s and to avoid doubt.
