Conditions or Reasons:
1) The proposed development, by virtue of encroaching residential form into an open countryside setting, would result in an abrupt and harmful transition between the village and the surrounding countryside. Further, it would introduce a swell of development to an area characterised by more linear form. The urbanization of this site would therefore fail to appropriately relate to its setting, would not respect local context and would significantly harm the character of the village and the landscape and visual interests of its surroundings. Accordingly, and given the proposal would be located outside of the adjacent settlement envelope, the development contravenes Policies DM4, DM14 and CS16 of the adopted Core Strategy and Development Management Policies 2009, emerging Local Plan Policy SP7 and fails to comply with the provisions of the National Planning Policy Framework 2019 when assessed as a whole
2) In the absence of a completed legal agreement securing financial contributions to offset infrastructure impact, including education, recreation and the provision of affordable housing, the development would have an unmitigated and unacceptable impact on existing local infrastructure. The development would therefore not amount to sustainable development and would be contrary to the objectives of the National Planning Policy Framework (2019), Policies CS2 (Developer Contributions) and CS7 (Affordable Housing) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
