Conditions or Reasons for Planning Application - CB/19/04301/OUT
Conditions or Reasons:
1) The proposed access arrangements would lead to the loss of existing on-street parking spaces to the detriment of the amenity of existing residents, would undermine the use and enjoyment of Furzenahll Road, which is part of the National Cycle Network, for cyclists and it has not been demonstrated that a single point of access to the development would be safe in the event of an emergency. The proposal is therefore contrary to policies T1 (Mitigation of Transport Impacts on the Network), T2 (Highways Safety and Design), T3 (Parking), EE12 (Public Rights of Way) and HQ1 (High Quality Development) of the Central Bedfordshire Local Plan 2021 and policies BGS4 (Footpaths and Rights of Way), BTM1 (Sustainable Transport) and BTM2 (Highways and Footways) of the Biggleswade Neighbourhood Plan 2022.
2) In the absence of a completed legal agreement securing mitigation of the impacts of the development on existing local infrastructure, the proposal is contrary to Policy HQ2 of the Central Bedfordshire Local Plan 2021.
