Conditions or Reasons for Planning Application - CB/20/00917/FULL
Conditions or Reasons:
1) The proposed development would form overdevelopment of the site with a lack of green infrastructure and open space, and would result in an overall loss in biodiversity as well as a loss of Grade 1 best and most versatile agricultural land.  The proposed development, by virtue of its open countryside location, scale and insufficient landscaping, would result a development that would harm the character and appearance of the area, including the intrinsic character and beauty of the open countryside. The development is therefore contrary to policies CS17 (Green Infrastructure), DM4 (Settlement Envelopes)  and DM14 (Landscape and Woodland) of the Central Bedfordshire Core Strategy and Development Management Policies (2009), as well as the objectives of the National Planning Policy Framework which seeks for planning decisions to contribute to and enhance the natural and local environment by recognising the intrinsic character and beauty of the countryside.
2) The proposal either with or without a financial contribution towards the provision of a PUFFIN crossing on the A6,  would be unsustainably located with future residents being heavily reliant on private motor vehicles, due to the distance of the development from services and facilities. The development is therefore contrary to Paragraphs 8 and 103 of the National Planning Policy Framework, which seeks for significant development to be focused in locations which can be made sustainable, through limiting the need to travel and offering a genuine choice of transport modes.
