Conditions or Reasons for Planning Application - CB/20/01100/REG3
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers SSL2765-01 Rev 02, SL2765-02 Rev 00, SSL2765-03, SL2765-04 Rev 00, SSL2765-05 Rev 01, SL2765-06 Rev 00, DWG.MDBH Rev 00, and Noise Impact Assessment dated March 2020 (ref. 8430/D0).

Reason: To identify the approved plan/s and to avoid doubt.
3) The CEMP prepared by SIS Pitches (revised date July 2020) shall be implemented in accordance with the approved details for the duration of the construction period.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the site. (Section 9, NPPF)
4) Within four months of the date of planning permission a Travel Plan shall be submitted to and approved in writing by the Council. Travel Plan to include details of:
Predicted travel to and from the site and targets to reduce car use for both visitors and staff.
Details of existing and proposed transport links, to include links to both pedestrian, cycle and public transport networks.
Proposals and measures to minimise private car use and facilitate walking, cycling and use of public transport.
Timetable for implementation of measures designed to promote travel choice.
Plans for monitoring and review within 6 months of occupation and then annually for a period of 5 years, at which time the obligation will be reviewed by the planning authority.
Details of provision of cycle parking in accordance with Central Bedfordshire Council guidelines.
Details of site-specific marketing and publicity information, to include:
Site specific travel and transport information
Incentives for sustainable travel
Details of relevant pedestrian, cycle and public transport routes to, from and within the site copies of relevant bus and rail timetables
Details of the appointment of a Travel Plan Co-ordinator.
An Action Plan listing the measures to be implemented and timescales for this.

No part of the new development shall be brought in to use prior to implementation of those parts identified in the Travel Plan as capable of being implemented prior to being brought in to use. Those parts of the approved Travel Plan that are identified as being capable of implementation after being brought in to use shall be implemented in accordance with an agreed timetable and shall continue to be implemented as long as any part of the development is occupied.

Reason: To promote sustainable modes of travel and to reduce the potential traffic impact of the development on the local highway network. (Section 9, NPPF)
5) The use of the facility hereby permitted shall be in accordance with the submitted Noise Management Plan at all times.

Reason: To safeguard the residential amenity of neighbouring properties (Section 12 and 15, NPPF)
6) The pitch shall only be used between the following hours: Monday to Friday 0800-2200 hours, Saturday and Sunday 0800-2000 hours, unless otherwise agreed in writing with the local planning authority.

Reason: In the interests of residential amenity and meet local plan policy. (Section 12, NPPF)
7) Notwithstanding the time restrictions set out in condition 6 of this permission, the floodlights at the 3G Sports Pitch at the Creasey Park Community Football Centre shall not be used after 6pm during the months of August, September and October, unless details of ecological surveys covering these months has been submitted to and approved in writing by the Local Planning Authority. The submitted details would need to identify that no harm would arise to protected species.

Reason : To prevent disturbance to bats. (Section 15, NPPF)
8) The development shall not come in to use until the developer has formally submitted in writing to the Local Planning Authority for approval: a finalised 'Maintenance and Management Plan' for the entire surface water drainage system confirming the responsibilities for maintenance, the frequency/activities requires and the access that is required to each surface water management component for maintenance purposes; a 'Verification Report' that the approved surface water drainage scheme has been correctly and fully installed as per the approved details; and the final as built drawings of the surface water drainage scheme in its entirety, with supporting calculations. The maintenance of the drainage system shall be carried out in full thereafter and will ensure the system functions as designed for the lifetime of the development.

Reason: To ensure that the implementation and long-term operation of a sustainable drainage system (SuDS) is in line with what has been approved, in accordance with Written Statement HCWS161 (Section 14, NPPF).
9) The proposed tree and hegerow protection identified in the Design and Access Statement and Arboricultural Report dated 20 May 2020 shall be installed prior to commencement of works on site and shall remain in situ until all equipment, machinery and surplus materials have been removed from the site. Northing shall be stored or placed in any area fenced in accordance with this condition and the ground levels within those areas shall not be altered, nor shall any excavation be made.

Reason: To protect the hedgerow in the interests of safeguarding the amenities of the area. (Section 15, NPPF)
10) Prior to use of the facility, a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping. (Section 12 and 15, NPPF)
