Conditions or Reasons for Planning Application - CB/20/01475/RM
Conditions or Reasons:
1) The car parking spaces, cycle parking spaces, waste and recycling storage and collection facilities and hard and soft landscaping shown on the approved plans shall be completed in accordance with the approved details prior to the first occupation of a unit at the Phase of development.

Reason: To ensure that the necessary infrastructure is in place for future residents of the development.
2) No unit shall be occupied at the site before an Energy Verification Report has been submitted to and approved in writing by the Local Planning Authority to demonstrate that and how 10% of energy used by the Phase is sourced from renewable or low carbon energy sources.

Reason: To ensure that the Phase of development achieves acceptable sustainable energy standards.
3) No unit shall be occupied at the site before the vehicular accesses to the site have been surfaced in bituminous or other similar durable material (not loose aggregate) for a distance of 10m into the site, measured from the highway boundary. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway to safeguard the interest of highway safety.
4) Any existing vehicular access within the frontage of the land to be developed or along its boundaries shall be closed prior to the first use of the proposed vehicular access.
Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
5) No unit shall be occupied at the site before the turning space for fire tenders, as illustrated on the approved SDD Drawing No. BE5296-19PD-002 Revision B has been completed. The turning area shall be kept clear of obstruction and retained for emergency vehicle use until the full road is completed (Phase 2) and fire tenders can safely navigate the site without need to reverse more than 20m.

Reason: In the interest of site users' safety.
6) No unit shall be occupied at the site before a Delivery & Servicing Management Plan has been submitted to and approved in writing by the Local Planning Authority. The Plan shall include identification of the vehicular routes to and from the site and set out appropriate mitigation measures for overcoming any long carry distances (of refuse, goods etc.) as may result from temporary or permanent arrangements during the life of the development.

Reason: To reduce the risk of manual handling injuries and ensure the safe and efficient movement of delivery and service vehicles to and within the site.
7) No unit shall be occupied at the site before details demonstrating how lighting along the footway/cycleway would be switched off when the path was not in use (e.g. through motion sensors) have been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.

Reason: To ensure that the impacts of the development on the openness of the Green Belt and biodiversity is minimised.
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on/within the following plans and documents:
