Conditions or Reasons for Planning Application - CB/20/01766/FULL
Conditions or Reasons:
1) The proposed development would, by virtue of its open countryside location, scale and layout, result in a development that would result in significant harm to the character and appearance of the site, surroundings and Landscape. The proposal would result in coalescence between Shefford and Clifton and would not result in net gains for biodiversity. The development is therefore contrary to the objectives of the National Planning Policy Framework (2019) which seeks to safeguard valued landscape character and does not represent a sustainable form of development having regard to the Environmental Objective. The development is therefore contrary to policies CS14 (High Quality Development), CS16 (Landscape and Woodland), DM3 (High Quality Development), DM4 (Development Within and Beyond Settlement Envelopes), DM14 (Landscape and Woodland) and DM15 (Biodiversity) of the Central Bedfordshire Core Strategy and Development Management Policies (2009) and saved policy CS21 of the Mid Bedfordshire Local Plan (2005).
2) The proposed development fails to comply with the Councils adopted highways standards given the substandard road width and as such is not considered to amount to a safe or accessible development. It is also considered that the substandard road width fails to provide a high quality development and as such the proposal is considered contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009) and Chapters 9 and 12 of the National Planning Policy Framework (2019).
3) The applicant has failed to provide appropriate information with regards to the significant of potential archaeological heritage within the site. As such is has not been possible for the Local Planning Authority to determine whether archaeological heritage assets are present within the site, their significance nor the proposals effect on any archaeological heritage assets. The proposal is therefore contrary to paragraph 189 of the National Planning Policy Framework 2019.
4) In the absence of a completed legal agreement securing financial contributions and the provision of affordable housing, the development would have an unmitigated and unacceptable impact on existing local infrastructure and would fail to make an acceptable contribution towards local affordable housing stock. The development would be contrary to the objectives of the National Planning Policy Framework (2019), Policies CS2 (Developer Contributions) and CS7 (Affordable Housing) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
