Conditions or Reasons for Planning Application - CB/20/02784/OUT
Conditions or Reasons:
1) The proposed development would constitute inappropriate development in the Green Belt, which is by definition harmful, and would cause harm to its openness. The development would represent encroachment into the countryside, in conflict with a purpose of the Green Belt. No material considerations have been identified which clearly outweigh the harm caused to the Green Belt, and any other harm. Consequently, 'very special circumstances' do not exist, and the development is contrary to the aims and objectives of section 13 of the National Planning Policy Framework 2019.
2) The location of the site, relative to the settlement and the lack of travel options other than the car would result in an unsustainable form of development. The development would be contrary to Policy SD1 of the SBLPR 2004, Policy CASE5 of the Caddington and Slip End Neighbourhood Plan 2017 and the aims and objectives of the National Planning Policy Framework 2019.
3) Insufficient information has been provided to demonstrate that safe and suitable access to the site can be achieved for all users or that there would not be an unacceptable impact on highway safety or that the residual cumulative impacts on the road network would not be severe. As a result, the development would be contrary to the aims and objectives of the National Planning Policy Framework 2019.
