Conditions or Reasons for Planning Application - CB/20/03551/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials and finish as detailed in the application.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with acceptable materials and finish, in the interests of the visual amenities of the locality. (Section 12, NPPF)
3) As detailed on Drawing 010D the new ground and first floor floor windows in the rear elevation, the new window in the side elevation and the existing window in the front elevation of the dwelling shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window(s) which can be opened are more than 1.7m above the floor of the room(s) in which the window(s) is installed. No further windows or other openings shall be formed in the side or rear elevations of the extensions.

Reason: To safeguard the privacy of occupiers of adjoining properties (Section 12, NPPF)
4) The first floor extension of the dwelling hereby approved shall not be occupied until the parking scheme including the visibility splay as shown on Drawing No.001E has been completed. The parkimg shall thereafter be retained for this purpose.

Reason: To ensure adequate parking provision within the site and to avoid conflict with other users of the shared access.(Section 9, NPPF)
5) The hedge on the north western boundary of the site shall be retained as part of the existing landscaping for a period of 5 years and should any part die or be destroyed during this period it shall be replaced during the next planting season with a suitable replacement to be agreed in writing by the Local Planning Authority.

Reason: To ensure an acceptable standard of landscaping having regard to the increased parking area and its proximity to the adjacent listed building. (Sections 12, 15 & 16 NPPF).
6) Development shall not commence until a scheme detailing provision for on site parking for construction workers and deliveries and the timings within which the deliveries shall take place for the duration of the construction phase has been submitted to and approved in writing by the Local Planning Authority.  The scheme shall be implemented throughout the construction period.

Reason: A pre commencement condition is required to ensure the safe operation of the surrounding road network during development and to protect the amenity of the occupiers of neighbouring properties. (Section 9 and 12 NPPF).
7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 03-02-001E, 03-05-010D, 03-03-001B.

Reason: To identify the approved plan/s and to avoid doubt.
