Conditions or Reasons for Planning Application - CB/20/04627/FULL
Conditions or Reasons:
1) The proposed works would, having regard to the construction of the existing building and the nature of the proposals, in the opinion of the Local Planning Authority, represent a new building of a different use and materially larger than the existing building, and as such would constitute inappropriate development in the Green Belt.

Notwithstanding the above, on the basis of the application description the extensions proposed to facilitate the change of use to a dwelling would result in disproportionate additions to the existing building which would have a greater impact on the openness of the Green Belt than the existing building. Furthermore, the changes to the appearance of the building, associated hardstanding and the creation of large residential garden area within an existing paddock and the likelihood of associated domestic paraphernalia would result in a more urbanised appearance, to the detriment of its rural surroundings beyond the existing residential curtilage. As such the proposal would reduce the openness of the Green Belt and be harmful to the character and appearance of the area, contrary to Policy BE8 of the South Bedfordshire Local Plan and Sections 12 and 13 of the NPPF.
2) The proposed development extends and transforms an existing 'low key' building within the designated Hockliffe Church End Conservation Area with a resultant impact upon the considered setting significance of the Conservation Area. The proposal would fail to preserve the Conservation Area character or appearance (the Statutory Test set out as s.72(1) of the Planning [Listed Buildings and Conservation Areas] Act 1990) and carries a degree of harm not outweighed by identifiable public heritage benefit (NPPF paragraph 196) and as such is contrary to the objectives of the NPPF (Section 16). .
3) The relocated parking for the existing dwelling Goose Lodge, would due to its siting be subject to inadequate intervisibility and manouvering space. As such the access would result in a danger to other highway users, contrary to Section 9 of the NPPF.
