Conditions or Reasons:
1) The proposed development provides inadequate provision for green infrastructure, open space and would result in a harmful overall loss in biodiversity and visual amenity.  The proposed development, by virtue of its impact upon the acidic grassland, local habitat and, due to scale of development with insufficient landscaping and ecological mitigation measures, would result a development that would significantly and demonstrably harm the landscape setting and character and appearance of the area. The development is not therefore sustainable and contrary to policies CS14 (High Quality Development), CS16 (Landscape and Woodland), CS17 (Green Infrastructure), CS18 (Biodiversity and Geological Conservation), DM3 (High Quality Development), DM14 (Landscape and Woodland) DM15 (Biodiversity) and DM16 (Green Infrastructure) of the Central Bedfordshire Core Strategy and Development Management Policies (2009), Policies EV-1 and EV-5 of the Potton Neighbourhood Plan, as well as the objectives of the National Planning Policy Framework which seeks, amongst other matters, for planning decisions to contribute to and enhance the natural and local environment by recognising the intrinsic character and beauty of the countryside.
2) The proposed development and associated necessary highway works will result in an intensification of use of the public highway by vehicular traffic; loss of community garden space and; loss of on street parking which, would result in harmful loss of residential amenity for existing residents. The development is not therefore sustainable and is contrary to policies DM3 (High Quality Development),  DM14 (Landscape and Woodland) and DM15 (Biodiversity)of the Central Bedfordshire Core Strategy and Development Management Policies (2009), Policies H0-5, and EV-5 of the Potton Neighbourhood Plan, as well as the objectives of the National Planning Policy Framework.
