Conditions or Reasons for Planning Application - CB/21/00585/FULL
Conditions or Reasons:
1) The proposal would provide a substandard road junction in terms of its geometry; proximity to private accesses; and junction and pedestrian intervisibility. It would also result in a material increased risk for highway users of High Street, Harcourt and Braeburn Way and occupiers of properties in Harcourt and High Street. The proposed egress would not be able to accommodate anticipated levels of vehicular and pedestrian movement safely. The impact on highway safety would be unacceptable and as such the proposal is contrary to Policies CS14 and DM3 of the Core Strategy and Development Management Policies (North) and Section 9 of the NPPF.
2) The proposal, would give rise to a substantial increase in the volume of traffic using Harcourt and the application site which would result in unacceptable impacts on the amenities of neighbouring dwellings in Harcourt, High Street and Braeburn Way by way of increased noise, activities and general disturbance; as such the proposal is contrary to policy DM3 of the Core Strategy and Development Policies (North) and Sections 8, 12 and 15 of the NPPF.
