Conditions or Reasons for Planning Application - CB/21/01019/FULL
Conditions or Reasons:
1) The development of the site forms intentional unauthorised development (Written Ministerial Statement 17th December 2015) which weighs against the development as a material consideration. The site lies beyond defined settlement envelopes, and the development has resulted in the loss of open countryside, causing harm to landscape features with ecological interest and visual amenity interest, and has/ would fail to deliver a net gain in green infrastructure and biodiversity. The development results in the introduction of caravans, hard landscaping and buildings to the rear of the site, and conflicts with the Landscape Strategy for this Landscape Character Area, and has/ would cause harm to the character and appearance of the area, failing to enhance the Greensand Ridge and the Bee line,  in conflict with Policies SP7, SP8, EE1, EE2, EE3, EE4, EE5, EE8, H7, and HQ1 of the Central Bedfordshire Local Plan, Northill Neighbourhood Plan Policies NP6, NP8, NP10, and NP12, the Central Bedfordshire Landscape Character Assessment and the National Planning Policy Framework (2021). The benefits of the development do not outweigh the significant harm identified.
