Conditions or Reasons for Planning Application - CB/21/03254/VOC
Conditions or Reasons:
1) The development hereby approved shall only be built in accordance with the materials submitted within the Planning Statement Addendum - June 2019 unless otherwise agreed in writing with the Local Planning Authority.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

2) The planting and landscaping scheme shown on approved Drawing No.Landscape Plan 1A dated June 2019 shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

Reason: To ensure an acceptable standard of landscaping.

3) No equipment, machinery or materials shall be brought on to the site for the purposes of development until the tree protective fence as shown on Drawing No. Landscape Plan 1A details has been erected as agreed. The approved fencing shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Nothing shall be stored or placed in any area fenced in accordance with this condition and the ground levels within those areas shall not be altered, nor shall any excavation be made.

Reason: To protect the trees so enclosed in accordance with Section 8 of BS 5837 of 2012 or as may be subsequently amended.

4) No building shall be occupied until the junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
5) Before the access is brought into use an area of land across the whole of the site frontage measuring at least 2.4m from and parallel to the nearside edge of the adjacent road carriageway shall be provided and thereafter be kept free of all obstruction to visibility in excess of 600mm in height.

Reason:
To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic which is likely to use it.
6) The proposed driveway shall be constructed and surfaced in a stable and durable material in accordance with details to be approved in writing by the Local Planning Authority for a minimum distance of 5m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason:
To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of the highway.
7) The maximum gradient of the vehicular access shall be 10% (1 in 10).

Reason:
In the interests of the safety of persons using the access and users of the highway.
8) The building shall only be used as garage accommodation and ancillary storage for the enjoyment of the host dwelling.

Reason: To prevent the introduction of an inappropriate use harmful to the residential character of the area.

9) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
10) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
11) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers CBC-003 Revised Proposed PLans, TL0029SE, Landscaping Plan 1A, Existing Plan and Elevations 2, CBC.010 Existing Site Plan, CBC-001 Site Location Plan and Garage Plans and Elevations Drawing No. G Rev S.

Reason: To identify the approved plan/s and to avoid doubt.
