Conditions or Reasons for Planning Application - CB/21/03681/FULL
Conditions or Reasons:
1) The proposed development represents inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt. The proposal would fail to safeguard the countryside from encroachment. No factors which could amount to very special circumstances to clearly outweigh the harm to the Green Belt, and additional harm to the Chilterns Area of Outstanding Natural Beauty (AONB), are evident. The proposal is therefore contrary to Section 13 (Protecting Green Belt land) of the National Planning Policy Framework (NPPF), July 2021, and Policy SP4 (Development in the Green Belt) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
2) The application site is in the Chilterns Area of Outstanding Natural Beauty (AONB). The proposed development would have a visual impact, and would fail to conserve or enhance the distinctive character, landscape and scenic beauty of the AONB. The proposal is therefore contrary to Section 15 (Conserving and enhancing the natural environment) of the National Planning Policy Framework (NPPF), July 2021, and Policy EE7 (The Chilterns Area of Outstanding Natural Beauty) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
3) Insufficient information has been provided to enable an accurate assessment of the application in terms of trip generation (particularly HGVs), access, parking and circulation. The proposal could therefore lead to conditions of danger and inconvenience to users of the highway, and is therefore contrary to Section 9 (Promoting sustainable transport) of the National Planning Policy Framework (NPPF), July 2021, and Policies T2 (Highway Safety and Design) and T3 (Parking) of the Central Bedfordshire Local Plan 2015 - 2035, July 2021.
