Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its excessive size and design would be out of character with the existing dwelling. It is therefore considered that the proposal would have a detrimental impact on the character and appearance of the area and an unacceptable impact on the openness of the Green Belt. The benefits of the proposal identified have only moderate weight in the overall planning balance. The very special circumstances required to justify the proposed development do not exist in this case. The proposal is therefore contrary to Sections 12 & 13 of the National Planning Policy Framework and Policy SP4 of the Central Bedfordshire Local Plan.
