Conditions or Reasons for Planning Application - CB/21/04268/RM
Conditions or Reasons:
1) The development hereby approved shall be constructed in accordance with levels details shown on plan numbers 21046(D)007 Rev C and 21046(D)014.


Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings.

2) Visibility splays shall be provided at all road junctions within the site. The minimum dimensions to provide the required splay lines shall be 2.4m measured long the centre line of the side road from its junction with the channel to the through road and 25m measured from the centre line of the side road along the channel of the through road. The vision splays required shall be provided and defined on the site by or on behalf of the developers and be entirely free of any obstruction.

Reason
To provide adequate visibility at road junction in the interest of road safety.
3) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 2015, or any amendments thereto, the garage accommodation on the site shall not be used for any purpose, other than as garage accommodation, unless permission has been granted by the Local Planning Authority on an application made for that purpose.

Reason
To retain off-street parking provision and thereby minimise the potential for on-street parking which could adversely affect the convenience of road users.
4) No dwelling shall be occupied until the cycle storage for that unit has been provided and the vehicle parking spaces for the associated dwelling have been properly surfaced and marked out/provided in accordance with the approved drawing. The spaces shall thereafter be kept available for parking at all times.

Reason
To minimise the potential for on-street parking and thereby safeguard the interest of the safety and convenience of road users.
5) Notwithstanding the provisions of Part 1, Class AA of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no enlargement of the dwellings hereby permitted by construction of additional storeys shall be carried out without the grant of further specific planning permission from the Local Planning Authority.

Reason: To control the external appearance of the building/s in the interests of the amenities of the area.

6) No dwelling shall be occupied until the boundary treatment for that individual plot has been erected and retained in the positions, materials and scale as shown on plan number 21046(D)012 Rev F. No other boundary treatment other than shown on the approved plan shall be erected on site without the written permission of the Local Planning Authority.

Reason: To safeguard the appearance of the completed development and the to provide suitable privacy for occupiers and neighbours to the site.

7) The scheme hereby approved shall be constructed in accordance with the housing standards as identified on plan number 21046(D)004 Rev P, unless otherwise agreed in writing by the local planning authority.

Reason:
To ensure that developments provide a suitable number of adaptable and accessible homes (Policy H2 of the Central Bedfordshire Local Plan)
8) The first floor windows in the side elevation of Plots 1, 2, 16, 17 and 18 that serve an ensuite/bathroom hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows are installed.

Reason: To safeguard the privacy of occupiers of adjoining properties

9) The first floor windows in the rear elevation of Plots 7 and 15 hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the windows which can be opened are more than 1.7m above the floor of the rooms in which the windows is installed. No further windows or other openings shall be formed in the rear elevation.

Reason: To safeguard the privacy of occupiers of adjoining properties

10) Notwithstanding the provisions of Part 1, Class A of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no windows other than shown on the approved plan shall be inserted into the rear elevation of Plot 2, without the grant of further specific planning permission from the Local Planning Authority.

Reason: To protect the privacy of neighbouring residents.

11) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)

Reason: To identify the approved plan/s and to avoid doubt.
13) The development hereby approved shall be carried out in the materials as shown on document titled Schedule of Accommodation and Finishes Rev B unless otherwise approved in writing by the Local Planning Authority.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

14) Prior to any above ground works for Plots 2-6 of the development hereby approved, and notwithstanding the information submitted, details of the finished floor levels, garden levels (including any paved areas) and rear boundary treatment of said plots shall be submitted to and approved in writing by the Local Planning Authority. The plots shall be constructed thereafter strictly in accordance with the approved details.

Reason: To ensure a suitable level of privacy between the dwellings and rear gardens of Plots 2-6 and No.19 Ickwell Road.
