Conditions or Reasons:
1) The proposal by reason of its inappropriate design, form, scale, layout and siting would result in overdevelopment of the site and a prominent and harmful addition to the street scene that would fail to adequately integrate or respect the existing pattern or character of development in the surrounding area and would be detrimental to the visual amenities of the street scene. The proposal does not therefore represent high-quality design and is contrary to policy HQ1 Local Plan, the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2021).
2) The proposed development, by reason of its layout and scale will result in unsatisfactory living conditions for the future occupiers of the development in terms of unacceptable living standards, and poor outlook thereby resulting in an oppressive living environment for future occupiers. As such the proposal does not represent a high quality design and is contrary to Policy HQ1 Local Plan, the Central Bedfordshire Design Guide (2014) and the National Planning Policy Framework (2021).
3) Insufficient information has been submitted to assess the impact of the proposed development on the existing drainage system or in light of the requirements to demonstrate an increased resilience to the impact of climate change both of which could be adversely affected by the development. The proposed development would thereby be contrary to policies CC1 and CC5 Local Plan and the National Planning Policy Framework (2021).
4) The proposed development, by reason of its design, bulk, mass and siting would result in harm to the living conditions of the adjoining properties 147B and 149 Station Road through an unacceptable level of visual intrusion and overlooking. The proposal does not therefore represent high quality development and is contrary to Policies HQ1 and HQ8 of the CBCLP (2021) and the objectives of the NPPF (2021).
