Conditions or Reasons for Planning Application - CB/21/05125/FULL
Conditions or Reasons:
1) The proposed development is located in an isolated and unsustainable location, with limited access to public transport and makes no provision to encourage sustainable modes of transport including linkages to the wider pedestrian and cycle network. The development would almost entirely rely on the use of the private car, and therefore would amount to unsustainable development. The proposal would therefore conflict with Policies SP2 and T1 of the Central Bedfordshire Local Plan and section 8 of the National Planning Policy Framework (2021)
2) The proposed access would result in the loss of a significant portion of existing private amenity space for the occupiers of No. 2 Biggleswade Road. The subdivision of the garden space would result in a substandard provision of amenity space for the existing occupier and would therefore be unacceptable. As such the proposed development would result in harm to the amenity and living conditions of this neighbouring resident, and therefore the proposal would conflict with Policy HQ1 of the Central Bedfordshire Local Plan.
3) The proposed development would result in the loss of Grade 2 agricultural land, which forms the best and most versatile land. The development is not considered to provide a scheme that is of a valuable public benefit that overrides the need to protect the land. Therefore, the proposed development would conflict with Policy DC5 of the Central Bedfordshire Local Plan.
