Conditions or Reasons for Planning Application - CB/22/03255/VOC
Conditions or Reasons:
1) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those outlined on plan number DD 21/111.1G

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

2) No building shall be occupied until the modifications to the proposed vehicular access with the highway have been constructed in accordance with the approved details.

Reason
In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.(Section 9 NPPF)
3) Before the access is brought in to use, the pedestrian vision splays shown on drawing number DD 21/111.3A in association with CB/21/04873/DOC shall be provided and maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.
Reason
To provide adequate visibility between the existing highway and the proposed access and to make the access safe and convenient for the traffic which is likely to use it.(Section 9 NPPF)
4) The proposed vehicular access/driveway shall be surfaced in bituminous or other similar durable material (not loose aggregate) as may be approved in writing by the Local Planning Authority for a minimum distance of 5m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason
To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety. (Section 9 NPPF)
5) The maximum gradient of the vehicular access shall be 10% (1 in 10).

Reason
In the interests of the safety of persons using the access and users of the highway.(Section 9 NPPF)
6) The development shall not be brought into use until a turning space for vehicles has been constructed within the curtilage of the site in a manner to be approved in writing by the Local Planning Authority.

Reason
To enable vehicles to draw off, park and turn outside of the highway limits thereby avoiding the reversing of vehicles on to the highway. (Section 9 NPPF)
7) Before the development is first occupied or brought into use, the parking scheme shown on plan no DD 21/111.3A in association with CB/21/04873/DOC shall be completed and thereafter retained for this purpose.

Reason
To ensure the provision of car parking clear of the highway.(Section 9 NPPF).
8) The gates shown on drawing number DD 21/111.3A in association with CB/21/04873/DOC, shall open away from the adjoining highway.

Reason
To enable vehicles to draw off the highway before the gates are opened and to prevent obstruction of the vision splays.(Section 9 NPPF).
9) A landscape and ecological management plan (LEMP) shall be carried out in accordance with approved plan 'Landscape and Ecological Management Plan V3' dated February 2022 in association with CB/21/04873/DOC.

Reason: In the interests of protecting landscape and ecology within the site.
10) The approved Landscape scheme plan number DD 21/11.3A in association with CB/21/04873/DOC shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.

11) Prior to occupation, the approved boundary treatment plan number DD 21.1113A in association with CB/21/04873/DOC shall be completed in accordance with the approved scheme and be thereafter retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.
(Section 12, NPPF)
12) The approved scheme for the secure and covered parking of cycles on the site plan number DD 21/111.3A in association with CB/21/04873/DOC shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.

Reason
To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport. (Section 9 NPPF).
13) A scheme for the charging of electric vehicles shall be carried out in accordance with the approved plan DD 21/111.3A in association with CB/21/04873/DOC

Reason: To assist with the transition to low-emission vehicles in line with Section 9 of the National Planning Policy Framework (2021)
14) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, number DD 21/111.1G

Reason: To identify the approved plan/s and to avoid doubt.
