Conditions or Reasons for Planning Application - CB/22/03256/VOC
Conditions or Reasons:
1) No building shall be occupied until the junction of the proposed vehicular access with the highway has been constructed in accordance with the approved details.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
2) Prior to occupation, the proposed development shall be carried out and completed in all respects in accordance with the access siting and layout, visibility splay across the site frontage, access and parking area surfacing, long stay cycle parking provision and refuse collection area illustrated on the approved drawing no. 22/1006-SK01 rev C and defined by this permission and, notwithstanding the provision of the Town and Country Planning General Permitted Development Order 1995, (or any Order revoking or re-enacting that Order) there shall be no variation without the prior approval in writing of the Local Planning Authority.

Reason: To ensure that the development of the site is completed insofar as its various parts are interrelated and dependent one upon another and to provide adequate and appropriate access arrangements at all times.
3) The surface water drainage details noted on plan no. 22/1006-SK01 Rev C which were approved via discharge of condition on the 07/11/2019 shall be implemented prior to the occupation of the development.

Reason: To avoid surface water from the site into the highway so as to safeguard the interest of highway safety.
4) The final ground and slab levels of the building hereby approved shall be implemented as shown on drawing 22/1006-SK01 Rev C unless otherwise agreed in writing by the Local Planning Authority. The site shall be developed in full accordance with the approved details.

Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas.

5) The external materials to be used for the approved development shall in accordance with the details shown on drawing number 22/1006-SK05 B.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 12, NPPF)
6) All works to or affecting trees on or adjoining the site shall be carried out in accordance with the SJA387.01.0 Arboricultural survey; SJA387.02.0 Arboricultural assessment; SJA387.03.0 tree protection plan) and any measures thereby included shall be fully implemented until the development is completed.

Reason: To safeguard the existing trees on the site in the interests of visual amenity.
7) Prior to the construction of vehicular parking areas associated with the approved dwelling, a scheme for the charging of electric and ultra-low emission vehicles shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall accord with Policy T5 of CBLP and shall include the following:
Details of active charging posts or passive provision such as cabling and electricity supply for each dwelling
Timescales / triggers for implementation of the scheme.

The development shall be completed in accordance with these approved details including the agreed timescales / triggers.

Reason: To assist with the transition to low-emission vehicles in line with Policy T5 of the CBLP and paragraph 110 of the National Planning Policy Framework.
8) The dwelling hereby approved must comply with the water efficiency standard of 110 litres per person per day as detailed by Regulation 36(2)(b) of Part G of Schedule 1 and Regulation 36 to the Building Regulations 2010 (as amended).
Reason: To ensure the efficient use of water in accordance with Policy CC1 of the Central Bedfordshire Local Plan (2021) and the objectives of sustainability set out in the NPPF (2021).
9) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
10) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Environmental Code of Practice https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning/3

Reason: In order to minimise the impact of development on existing trees, landscape features and biodiversity (Section 15, NPPF)
11) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 22/1006-SK04 B, 22/1006-SK05 B, 22/1006-SK01 C, 22/1006-SK08, 1705/01A, 1705/02, SJA387.02.0, SJA387.01.0, SJA387.03.0.

Reason: To identify the approved plan/s and to avoid doubt.
