Conditions or Reasons for Planning Application - CB/22/04569/FULL
Conditions or Reasons:
1) By reason of the overall scale and massing of the proposed extensions, together with previous extensions, the extensions would represent disproportionate additions to the original dwellinghouse and constitute inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The extensions would also have an unacceptable impact upon the openness of the Green Belt and no factors which would amount to very special circumstances to outweigh the harm to the Green Belt by reason of inappropriateness and impact upon openness have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework, Policy SP4 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
2) The proposed extensions, by reason of their scale, bulk and design would fail to be subservient and proportionate additions to the property and would dominate the existing dwelling, constituting overdevelopment of the property and detracting from the character of the existing building, significantly harmful to the character and appearance of the property and surrounding street scene, contrary to Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
3) The proposed extensions, by reason of their scale, bulk and lack of separation gaps between the site boundaries would result in a harmful terracing effect, appearing cramped and constituting overdevelopment, significantly harmful to the character and appearance of the surrounding street scene. The property would also appear materially out of scale with the adjacent properties and out of character within the surrounding street scene, contrary to Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
4) By reason of the overall scale and bulk of the proposed extensions, together with the proximity of built form to the boundary with 113 Chaul End Road, the extensions would result in undue overshadowing, a loss of light and an overbearing impact, significantly harmful to the amenity enjoyed by occupiers of 113 Chaul End Road, in direct conflict with Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
5) By reason of the overall scale and bulk of the proposed extensions, together with the proximity of built form to the boundary with 109 Chaul End Road, the extensions would result in an overbearing impact, significantly harmful to the amenity enjoyed by occupiers of 109 Chaul End Road, in direct conflict with Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
