Conditions or Reasons for Planning Application - CB/23/00133/RM
Conditions or Reasons:
1) The car parking spaces, cycle parking spaces, waste and recycling storage and collection facilities and hard and soft landscaping shown on the approved plans as being located within a phase of the development shall be completed in accordance with the approved details prior to the first occupation of a unit at that phase.

Reason: To ensure that the necessary infrastructure is in place for future residents of the development.
2) No unit at phases 2, 3 or 4 shall be occupied at a phase of the development before an Energy Verification Report for that phase has been submitted to and approved in writing by the Local Planning Authority to demonstrate that 10% of energy used by the phase is sourced from renewable or low carbon energy sources.

Reason: To ensure that the Phase of development achieves acceptable sustainable energy standards.
3) Visibility splays shall be provided at the junction of the site vehicular accesses with the public highway (Millfield Lane) before the development is brought into use. The minimum dimensions to provide the required splay lines shall be 2.4m measured along the centre line of the site accesses from their junction with the channel of the public highway, and 56m (looking left / north) and 46m (looking right / south) measured from the centre line of each access along the line of the channel of the public highway. The required vision splays shall for the perpetuity of the development remain free of any obstruction to visibility.

Reason: To provide adequate visibility between the existing highway and the site accesses, and to make the accesses safe and convenient for the traffic which is likely to use them.
4) Any existing vehicular access within the frontage of the land to be developed or along its boundaries shall be closed prior to the first use of the proposed vehicular access.

Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
5) The shared pedestrian and cycle path between the site and Mancroft Road, details of which were approved as part of Condition 7 of the outline planning consent, shall be provided in full accordance with the approved plans and made available for use by the occupiers of the development hereby approved prior to the first occupation of the development and shall remain available for use and maintained for the lifetime of the development.

Reason: In the interest of encouraging sustainable travel and to improve the accessibility of the development hereby approved.
6) Notwithstanding the provisions of the Town and Country Planning General Permitted Development Order 1995, or any amendments thereto, the parking provision on the site shall not be used for any purpose, other than as parking provision unless permission has been granted by the Local Planning Authority on an application made for that purpose. For the avoidance of doubt, this includes the garage accommodation on the site which shall not be used for any purpose, other than as garage accommodation, cycle parking provision and storage pertaining to the residential use.

Reason: To retain off-street parking provision and thereby minimise the potential for inappropriate parking within the site and overspill parking to the public highway.
7) Prior to the commencement of development of Phase 2, details of an on-demand or timetabled taxi / minibus service for residents of the development to access Caddington village (as a minimum) shall be submitted to and approved in writing by the local planning authority. The vehicle(s) used for this purpose shall be capable of carrying wheelchair users where required. The service shall be available from first occupation of Phase 2 and for the perpetuity of the development hereby approved.

Reason: To ensure accessibility for all occupiers of the site.
8) Prior to the commencement of development of Phase 2, an updated Travel Plan shall be submitted to and approved in writing by the council. Such a Travel Plan to include details of:
Predicted travel to and from the site and targets to reduce car use
Details of existing and proposed transport links, to include links to both pedestrian, cycle and public transport networks
Proposals and measures to minimise private car use and facilitate walking, cycling and use of public transport
Timetable for implementation of measures designed to promote travel choice
Plans for monitoring and review, annually for a period of 5 years at which time the obligation will be reviewed by the planning authority
Details of provision of cycle parking in accordance with council guidelines
Details of marketing and publicity for sustainable modes of transport to include site specific welcome packs. Welcome packs to include;
Walking, cycling, public transport and rights of way information. Site specific travel and transport information
Travel vouchers
Details of relevant pedestrian, cycle and public transport routes to/ from and within the site
Copies of relevant bus and rail timetables
Details of the appointment of a travel plan co-ordinator

No part of Phase 2 shall be occupied prior to implementation of those parts identified in the Travel Plan as capable of being implemented prior to occupation. Those parts of the approved Travel Plan that are identified as being capable of implementation after occupation shall be implemented in accordance with an agreed timetable and shall continue to be implemented as long as any part of the development is occupied.

Reason: To promote sustainable modes of travel and to reduce the potential traffic impact of the development on the local highway network.
9) The development shall be operated in accordance with the Delivery & Service Management Plan prepared by SDD dated May 2023, or any subsequent revision submitted to, and approved by, the local planning authority.

Reason: To ensure safe and efficient access by service and delivery vehicles and the successful implementation of the refuse and servicing strategies.
10) Any gates provided shall open away from the highway and be set back a distance of at least 12m from the nearside edge of the carriageway of the adjoining highway. Should either of the gates be closed during the hours 07:00-20:00, details shall be provided in advance to the local planning authority for approval regarding safe and efficient security access arrangements.

Reason: To enable vehicle types likely to need to take access to draw off the public highway before the gates are opened, and to mitigate the risk of queues forming at the accesses that may extend to adversely affect the safe operation of the public highway.
11) During the build out and occupation of the development hereby approved, appropriate turning space for the vehicle types likely to need to take access shall be provided within the curtilage of the site and retained available for that use.

Reason: To enable vehicles to draw off, park and turn outside of the highway limits thereby avoiding the reversing of vehicles on to the highway.
12) No more than 50% of units shall be occupied at Phase 1 of the development before details of the dimensions, stands and brackets of the long and short stay cycle parking for that phase as shown on the approved plans, drawings and supporting documents have been submitted to and approved in writing by the Local Planning Authority. The cycle parking shall be provided and retained in accordance with the approved details prior to the occupation of 50% of the units within that phase.

Prior to the first occupation of a unit within phases 2, 3 or 4 of the development, details of the dimensions, stands and brackets of the long and short stay cycle parking for that phase as shown on the approved plans, drawings and supporting documents shall be submitted to and approved in writing by the Local Planning Authority. The cycle parking shall be provided and retained in accordance with the approved details prior to the first occupation of a unit within that phase.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.
13) No development shall commence at phases 2, 3 or 4 of the development before details of fire hydrants serving that phase, including the locations and capacities of their main connections, have been submitted to and approved in writing by the Local Planning Authority.

Reason: To ensure that fire safety measures at the site are suitable.
14) The development hereby permitted shall not be carried out except in complete accordance with the details shown on/within the following plans and documents:
