Conditions or Reasons for Planning Application - CB/23/00250/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be brought into use until a Travel Plan has been submitted to and approved in writing by the Local Planning Authority .Such Travel Plan shall include details of:

Baseline survey of staff and patients in relation to the proposed travel patterns for the premises;
Predicted travel to and from the site and targets to reduce car use;
Proposals and measures to minimise private car use, manage demand for on-street parking in the vicinity of the site, and facilitate and promote walking, cycling and use of public transport;
Details of site specific measures, to include:
Site specific travel and transport information,
Incentives for sustainable travel
Details of relevant pedestrian, cycle and public transport routes to/ from and within the site. 
Copies of relevant bus timetables. 
Details of the location of alternative car parking locations within Stotfold where staff and visitors can safely park.
Details of how this information will be disseminated to staff and patients.
Details of the person responsible for the implementation of the Travel Plan and reviewing/updating the information on an annual basis.

Thereafter the Travel Plan shall be delivered and maintained throughout the life of the development.

Reason: To promote sustainable modes of travel and to reduce the potential traffic impact of the development on the local highway network
3) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

4) Notwithstanding the details submitted, prior to occupation a scheme for the secure and covered parking of cycles on the site, calculated at one cycle parking space per consulting room, shall be submitted to and approved in writing by the Local Planning Authority.  The scheme shall be fully implemented before the extension hereby permitted is first occupied or brought into use and thereafter retained for this purpose.

Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.
5) Noise resulting from the use of any plant, machinery or equipment in or on the extended premises shall not exceed the existing background level when measured or calculated according to BS4142:2014.

Reason: To ensure that the residential amenity of neighbouring occupiers is not prejudiced by excessive noise. (Policies HQ1 & CC8, Central Bedfordshire Local Plan, 2021, Section 12 NPPF)
6) The extension hereby approved shall not be brought into use until the 1.8m high close boarded fence, to the front of the property on the boundary with No 7 The Avenue, shown on drg SE3396/3B has been erected and shall be retained thereafter. 

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality and to safeguard the privacy of occupiers of adjoining properties.

7) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers SE 3396/3B, SE 3396A

Reason: To identify the approved plan/s and to avoid doubt.
