Conditions or Reasons for Planning Application - SB/74/00736
Conditions or Reasons:
1) (1) The site is unallocated in the approved Development Plan which indicates that the existing uses are, for the most part, to remain undisturbed and furthermore the site is not within a growth area as defined in the Strategic Plan for the South East. This presumption against development should apply in this case for the following reasons:- a) By reason of its size, character, the proposed development would be wholly incompatible with the existing development to which it would be related. b) The proposal would involve development of land within the proposed South Bedfordshire Green Belt for purposes not appropriate thereto, having regard to the Ministry of Housing and Local Government Circular No. 42/55 under which development will not be permitted except in very special circumstances or to meet the proven needs of agriculture. (2) The County Planning Authority is satisfied that within the administrative County of Bedfordshire there is land available to satisfy reasonable housing requirements for 6-8 years, and that there are no special circumstances which should override the above mentioned planning objections. (3) The District Planning Authority has permitted housing development within Eaton Bray to satisfy reasonable current demands. (4) The proposed development, if permitted at the present time, would result in the overloading of the sewage disposal system at Stanbridgeford and reduce the quality of effluent discharged into the natural water-source to an unacceptable level. (5) There is insufficient frontage land shown on the plan submitted to provide 17m by 34m visibility splays necessary to serve this area of land and construct a properly designed estate road. A sub-standard junction with the County road would create breaking and turning traffic, causing danger and obstruction to users of the highway. (6) The proposed development would severely strain the existing educational facilities in the village.
