1 )Definition of Enabling Works, Infrastructure Parcel Development Parcel and Airfield Infrastructure Works 'Enabling Works' means preparation works to make the Site ready for construction. Such works include (but are not exclusively limited to): site or ground clearance and preparation, surveying, environmental and hazardous substance testing and sampling, soil tests, remediation works, pegging out, tree protection, ecological survey and mitigation works, archaeological investigation, site clearance, ground improvement works, security gatehouses, construction of boundary fencing or hoardings including for site security, demolition and removal of buildings and other structures, creation of temporary haul roads and enabling and construction works accesses or other works or operations to enable any of these works to take place including site and ground works. 'Infrastructure Parcel' include (where outside a Development Parcel), principal foul and surface water drainage infrastructure works, other utilities provision, accesses from College Road, flood risk infrastructure works, primary roads, car parking, attenuation features, land re-profiling, strategic open space and landscape works and planting including earth bunds, and similar related works. 'Development Parcel' means a phase or part of the development excluding Enabling Works and Infrastructure Parcels. For instance, this would include a phase or part of the development comprising aircraft hangar bays, offices, workshops and storage buildings, compass swing pad and associated works, aircraft engine ground running enclosure and associated works, aircraft wash stand. For the avoidance of doubt this does not include the Airfield Infrastructure Works. 3 )Highways Notes: The applicant is advised that in order to comply with the conditions related to highways and access works related to this permission it will be necessary for the developer of the site to enter into an agreement with Central Bedfordshire Council as Highway Authority under Section 278 of the Highways Act 1980 to ensure the satisfactory completion of the access and associated road improvements. You are advised to contact the Highways Agreements Officer, Community Services, Central Bedfordshire Council, Priory House, Monks Walk, Chicksands, Shefford SG17 5TQ. E-mail highwaysagreements@centralbedfordshire.gov.uk. The applicant is advised that if any of the highway or access works affects or requires the removal and/or the relocation of any equipment, apparatus or structures (e.g. street name plates, bus stop signs or shelters, statutory authority equipment etc.) then the applicant will be required to bear the cost of such removal or alteration. This applies to all watercourses, where water is present for all or some of the year, including those not clearly stated on mapping, topography or planning documents. Permeable block paving should be laid to CIRIA C768 'Guidance on the construction of SuDS' guidelines. This guidance also stipulates following Interlay guidance. The Council does not, and is not required to, adopt any SuDS feature. It is the responsibility of the applicant to ensure that the surface water drainage system, in its entirety, will be effectively maintained in the long-term. We therefore expect confirmation of the proposed arrangements for maintenance to be provided with the final detailed design, including the future maintenance and operational needs and the responsible bodies for undertaking maintenance (for all public and private drainage components). The final detailed design including proposed standards of operation, construction, structural integrity and ongoing maintenance must be compliant with the 'Non-statutory technical standards for sustainable drainage systems' (March 2015, Ref: PB14308), 'Central Bedfordshire Sustainable Drainage Guidance' (Adopted April 2014, Updated May 2015),and recognised best practise including the Ciria SuDS Manual (2016,C753). Land drainage Consent under the Land Drainage Act 1991 must be secured to discharge surface water to an existing watercourse/ditch, and details of this provided with the full detailed design. Contact Development Services Team 0345 606 6087. Protection of existing assets - A public sewer is shown on record plans within the land identified for the proposed development. It appears that development proposals will affect existing public sewers. It is recommended that the applicant contacts Anglian Water Development Services Team for further advice on this matter. Building over existing public sewers will not be permitted (without agreement) from Anglian Water. Building near to a public sewer - No building will be permitted within the statutory easement width of 3 metres from the pipeline without agreement from Anglian Water.
