6 )The applicant should address the following points 1 to 5 when submitting details to discharge condition 18: We will require a SuDS maintenance and management plan including who is responsible for what. Permeable block paving should be laid to CIRIA C768 'Guidance on the construction of SuDS' guidelines. This guidance also stipulates following Interlay guidance. The Council does not, and is not required to, adopt any SuDS feature. It is the responsibility of the applicant to ensure that the surface water drainage system, in its entirety, will be effectively maintained in the long-term. We therefore expect confirmation of the proposed arrangements for maintenance to be provided with the final detailed design, including the future maintenance and operational needs and the responsible bodies for undertaking maintenance (for all public and private drainage components). The final detailed design including proposed standards of operation, construction, structural integrity and ongoing maintenance must be compliant with the 'Non-statutory technical standards for sustainable drainage systems' (March 2015, Ref: PB14308), 'Central Bedfordshire Sustainable Drainage Guidance' (Adopted April 2014, Updated May 2015), and recognised best practise including the Ciria SuDS Manual (2016, C753). Land drainage Consent under the Land Drainage Act 1991 must be secured to discharge surface water to an existing watercourse/ditch, and details of this provided with the full detailed design. An easement should be provided on the developable side of the watercourse to allow for access for maintenance, this should be 9m but may depend on the maintenance requirements considered appropriate. The applicant should address the following points 1 to 5 when submitting details to discharge condition 18: We will require a SuDS maintenance and management plan including who is responsible for what. 7 )In respect of Rights of Way: The minimum width of FP26 must be 5m from the face of the hedge to the deer fence. Any planting along the deer fence alongside public footpaths should be on the inside of the site and not on the side of the footpath. The landowner must ensure that the hedges along the public footpaths are regularly maintained to ensure the minimum path width is adhered to. Where there is a junction of a new hedge to the footpath there must be a gap of a minimum of 1.5 metres to be always maintained. The application includes making good of the public rights of way surface, however, prevention of damage to the surface is preferable and the use of trackway where possible would be appreciated. Regarding the Theedway (BOATs 29 and 43) the new fence is to be erected 12.2 metres from the face of the southern hedge to ensure the full width of this path is reclaimed. In respect of Rights of Way: The minimum width of FP26 must be 5m from the face of the hedge to the deer fence.
